Proposed New Module: Python usage, tools, and style

Hi everyone,

Just like we have for the C++ & Rust:

https://firefox-source-docs.mozilla.org/mots/index.html#core-c-rust-usage-tools-and-style, I would like to create a new module for Python tooling, coding style, etc.

Name: Core :: Python usage, tools, and style

Description: Aspects of Python use such as tooling, formatting and naming style
