Creation of a new "Translation" module

Hello all,
we have a Bugzilla component for the Firefox Translations feature, Firefox::Translation, and several GitHub repositories related to the feature. We have also recently created a reviewer group for translations changes.
We currently have no module ownership defined, and we believe it is time to formally define it.

In summary, the proposed Module will look like the following:

Owner(s)	Greg Tatum
Peer(s)	Erik Nordin, Evgeny Pavlov, Marco Castelluccio
Includes	toolkit/components/translations/*/, toolkit/components/translation/*/, browser/components/translations/*/
Group	dev-platform

I mean, technically there's still no owner defined, only peers. Maybe one of you is willing to be (slightly) more responsible and take the ownership slot? I think it is a good idea, even for smaller modules, to have a single person has a point of contact or a decision maker to help avoid things falling in the cracks.

mots.yaml got a `review_group` field (which is not yet reflected in the generated HTML page), it would be nice to have the field value too!
