Ownership change for mozbase and gtest modules

I plan to hand over ownership of the mozbase and gtest modules to Joel Maher next week. Joel has been involved in all things testing related for many years, has made many contributions to mozbase, and has kindly agreed to take these on.

As a follow-up of last August's message (below), Andrew Halberstadt (ahal) is now the owner of mozharness. The previous owner was Geoff Brown (gbrown). More details in bug 1923813.
