Proposal: New Module: DOM Streams

Hi All,

With our upcoming change to DOM Implemented Streams [1], I am proposing the creation of a new module to cover the new section of code (dom/streams in tree), to match the existing bugzilla component Core :: DOM Streams

Proposing:

Name: Core :: DOM Streams

Description: The implementation of the WHATWG Streams spec.

Owner: Matthew Gaudet

Peers: Tom Schuster, Olli Pettay, Kagami Rosylight

This seems fine to me to call out as it's a distinct enough area of the code.
