New owner for the Password Manager module

I would like to transfer ownership of the Toolkit::Password manager module to Sergey Galich . He has extensive experience in this area and has spent the last several months getting to know our codebase, with patches and reviews across its many facets.

I will remain a peer and move to Owner Emeritus.

If there are no objections I'll update the wiki by the end of the week,
