Ownership change for the sheriffing module

In what is a long-overdue change, I am handing over ownership of the tree sheriffs module to Sebastian Hengst. Sebastian has been very capably leading this team for years now and has been effectively acting as the primary owner in all but name for the decisions that need to be made as part of that.

The changes have been made to the wiki to reflect this change.
