DOM Streams Module Ownership

Hi Everyone,

This email announces my plan to hand ownership of the DOM Streams module over to Kagami Rosylight early next week.

It has been my pleasure to serve as the DOM Streams module owner, however in practice, the actual work has been done day to day by Kagami for the last six months. It is well past time for the ownership to move to them, as they have done a remarkable job of keeping on top of the whole stream implementation.

Kagami was key in us finishing the transition to DOM Streams, and has continued work on Streams adjacent code in ways that I have not.

Hi Matt and Everyone,

Not sure this is needed too, but this email announces I'm willing to accept the ownership.

I also want to appreciate Matt's great work to convert the whole JS Streams implementation and the dependencies, which also had their own complexities, into DOM. It has been and will be the key to implement emerging modern features built on top of streams, namely File System, WebTransport, Encoding Streams, Compression Streams, and any future specifications. I'm happy that I had the chance to work together with Matt to let it cross the finish line.
