Updates to the Private browsing module

Hi everyone,

I would like to propose Johann Hofmann as the new owner of the Private Browsing module going forward.  I would also like to move Josh Matthews to Peer Emeritus since he is no longer active.  Johann has plans to add at least one peer to the module shortly.

Barring any objections, I'm planning to update the wiki tomorrow.
