Updates to the Permissions module

Hi everyone,

I would like to propose Tim Huang as the new owner for the Permissions module. Tim has been actively triaging this module for a while now and he agreed to take over the ownership responsibility of the module as well.

I would also like to propose moving Honza Bambas who is no longer active to the Peer Emeritus status.

Barring any objections, I'm planning to update the wiki tomorrow.
