New owner and new peer for the IPC module

There are two changes to the IPC module:

* Nika Layzell is now the module owner.  Nika was the tech lead for
  Fission and, now that that's shipped, has been working on major
  infrastructure improvements to IPC.  I am stepping down as owner (in
  all honesty, I was getting burnt out on that role) but will continue

  as a peer.

* David Parks [:handyman], who has already been contributing code and

  documentation and doing a lot of reviews, is now officially a peer.
