New owner for the Form Autofill module

Hi everyone,

I would like to transfer ownership of the Toolkit::Form Autofill module to Sergey Galich. He has been reviewing changes to this module for the past several months and contributing patches as well. He is familiar with what is needed to improve this module.

I will remain a peer of the module and move to Owner Emeritus.

If there are no objections to this change, I'll update the wiki by the end of this week.
