Proposal: New RLBox sandboxing module

Hi all,
our WASM/RLBox sandboxing work is currently tracked under the
Core::Security: Process Sandboxing and generic sandboxing component.
Because the team working on this is disjoint from other sandboxing work
and the technical contents is quite different, it makes sense to split
this into its own module, including Bugzilla & triage.
I propose:
Core::Security::RLBox
Owner: Shravan Narayan
Peers: Deian Stefan, Mike Hommey, Tom Ritter
Discussion: dev-platform
