New Owner for "Anti-Tracking" module

I'm happy to announce that Tim Huang has accepted to become the new owner of the Anti-Tracking module.

Tim has maintained, extended, and improved most of the Anti-Tracking features in Gecko since when he joined the anti-tracking team, a couple of years ago. Thanks for the amazing work done so far and congrats for this new role.
