New Module Proposal: Picture-in-Picture

Hi everyone,

I would like to propose a new submodule: Picture-in-Picture. This module would be part of Toolkit.

The people working on Picture-in-Picture have been implementing and maintaining a codebase that's been largely independent of the video controls component for a while now. Many of the issues that come through there are specific to the project and it would be good to establish a clear distinction for it. We've recently created a new Bugzilla component to help with this, and it would make sense to formalize a module around it too.

Module proposal:

Name: Picture-in-Picture

Description:  A component that allows video elements to be pulled out into an always-on-top window.

Owner:  Mike Conley, Micah Tigley, Molly Howell

Unless there are any objections, we'll create the module with the above proposal a week from today.
