New Owner for the Security and Privacy UI Module

Hi everyone,

I want to propose Paul Zühlcke as the new owner for the Firefox::Security and Privacy UI module. Paul has extensive experience working on permission panels and privacy UI and has been carrying the review load on this module as a peer for a while.

Barring objections, I will make this change on Monday.
