PSA: the uplift request assessment form is now in Lando

Hey folks,

Previously, creating an uplift involved navigating to the Phabricator uplift revision after it was created and then submitting the uplift request assessment form from there.

We’ve now streamlined this workflow: when you request an uplift, the uplift request assessment form is presented directly in Lando. You can also view and edit your responses later by visiting the uplift revision page in Lando.

As part of this transition, the “Change Uplift Request Form” comment action in Phabricator will be removed in the near future, and Lando will be the only way to respond to the uplift assessment form.
