XFA PDFs

The “Open With Different Viewer” bar no longer appears with ESR 91 when opening PDFs that aren’t compatible with PDF.js such as XFA-based forms.  Is it possible to get this back with a preference?  Since it was in the previous ESR, should I submit this as a bug or feature request?

This should be submitted as a bug.

FYI XFA support is in Firefox 93 and we're investigating backporting to the ESR.
