It's definitely not recommended. If any file storage libraries were updated between the two versions, users would have to convert between the two, and downgrades are way less supported than upgrades, so there's a good chance of dataloss or corruption.
Downgrades are prevented to help prevent that corruption. There is an "--allow-downgrade" flag you can pass to the executable to let you do it.
You'd probably be better off running both ESRs with separate profiles and using something like Sync to keep them both synced up until you're ready to fully move on past esr78. Sync knows how to talk to both versions, so wouldn't corrupt the data.
