Outlook won't open links in Firefox when FF closed

Here's an odd one, and I'm wondering if anyone has a fix.

I have a client with MS365 Outlook (latest updates) and latest FF.  If Firefox is closed, when he clicks on a link in an email, it turns blue, but nothing opens.  But if I open FF first, then links open as one would expect.
If I switch Outlook links from default browser to Edge, it works fine (thank you MS).

Any ideas?

That's a new one. I assume the outlook app allows you to select Firefox explicitly for email?

This is probably worth opening a bugzilla bug

No, the only options are "Default Browser" or "Edge" (Microsoft needs to be broken up by anti-trust so badly).

I'll open a bugzilla bug.

We had someone look into this in detail and they aren't seeing this on their machine with outlook

We're curious. If you click the windows button and just type a URL with Firefox closed, does it open?

Want to verify this isn't an outlook specific issue.
