Firefox "run at startup" pop-up

Is there a policy to turn off the "run at startup" that pops up at the top of the screen? There's zero reason for Firefox to run at startup, and I'd like to turn it off.

browser.startup.windowsLaunchOnLogin.disableLaunchOnLoginPrompt

to true
