[ANNOUNCE] NSPR 4.37 Release

The NSPR 4.37 release is now available. The hg tag is
NSPR_4_37_RTM. The source tar file can be downloaded from
https://ftp.mozilla.org/pub/mozilla.org/nspr/releases/v4.37/src/

NSPR 4.37 contains the following changes:
- Prevent an incorrect assertion in PR_GetUniqueIdentity
- On a Windows 64bit system, if USE_64 is unset, build 32bit target
- Fixed intermittent initclk test failures
- Added support for %e in PR_FormatTimeUSEnglish
- Use builtin atomic functions on RISC-V32/64
- Removed header for Windows 16 bit support
