[ANNOUNCE] NSPR 4.38.2 Release

The NSPR 4.38.2 release is now available. The hg tag is
NSPR_4_38_2_RTM. The source tar file can be downloaded from
https://ftp.mozilla.org/pub/mozilla.org/nspr/releases/v4.38.2/src/

NSPR 4.38.2 contains the following change:
- Fixed a syntax error in test file parsetm.c,
which was introduced in 4.38.1
