[ANNOUNCE] NSPR 4.32 Release

The NSPR 4.32 release is now available. The hg tag is
NSPR_4_32_RTM. The source tar file can be downloaded from
https://ftp.mozilla.org/pub/mozilla.org/nspr/releases/v4.32/src/

NSPR 4.32 contains the following changes:
- implement new socket option PR_SockOpt_DontFrag
- support larger DNS records by increasing the default buffer
size for DNS queries
