[ANNOUNCE] NSPR 4.35 Release

The NSPR 4.35 release is now available. The hg tag is
NSPR_4_35_RTM. The source tar file can be downloaded from
https://ftp.mozilla.org/pub/mozilla.org/nspr/releases/v4.35/src/

NSPR 4.35 contains the following changes:
- fixes for building with clang
- use the number of online processors for the
PR_GetNumberOfProcessors() API on some platforms
- fix build on mips+musl libc
- Add support for the LoongArch 64-bit architecture
