Based on a recent review of some of the Value Statements submitted by CA operator applicants, I have updated the
Quantifying Value wiki page to make Mozilla’s expectations clearer and more consistent with our policy goals. The intent of these updates is to move applicants away from vague or marketing-style claims and toward concrete, evidence-based explanations of user benefit.
The revised guidance clarifies that statements such as “millions of users” or “trusted nationwide” are not sufficient without verifiable data or transparent evidence. It also emphasizes that Value Statements will be evaluated more on compliance maturity, incident response transparency, and accountability than on factors like government approval or licensed status. Overall, the changes are meant to make the process more objective by encouraging detailed, data-driven Value Statements that demonstrate real user value, accountability, and openness.
