Policy 2.8: MRSP Issue #230: Clarifying Trust Transfer

This email introduces a relatively minor change to be made in the next version of the Mozilla Root Store Policy (MSRP), version 2.8, to be published in 2022. (See https://github.com/mozilla/pkipolicy/labels/2.8)

This is Github Issue #230. 

The proposal is to change "SHOULD NOT assume" in MRSP section 8 to "SHALL NOT assume" as in "CAs SHALL NOT assume that trust is transferable."

Please provide any comments by the end of next week.
