Intent to ship: PerformanceEventTiming.interactionId (for INP)

As of Firefox 144, I intend to turn PerformanceEventTiming.interactionId on by default on all platforms. It has been developed behind the "dom.performance.event_timing.enable_interactionid" preference and it has been enabled in Nightly for a while. Blink has shipped this feature in version 96 and it’s being implemented in WebKit.
