Intent to ship: Relative Color Syntax support

As of June 3 I intend to turn relative color syntax support on by default. It has been developed behind the layout.css.relative-color-syntax.enabled preference. Status in other browsers is on par with our features with only a few edge case features not supported yet, e.g. using currentColor as an origin color.
