Intent to Ship: `pointerrawupdate` event

Summary: `pointerrawupdate` event is dispatched before `pointermove` and it may be dispatched immediately when the process receives a input which causes `pointermove`.

web-platform-tests: Some in under pointerevents/ and some will be added in bug 1956397

Other browsers: Chrome already supports this, but Safari has not done it yet.
