Intent to ship: ARIA Element Reflection

As of Firefox 132, I intend to turn on ARIA element reflection on by default. It has shipped in Safari 16.4 via STP 151. In chrome it remains in developer preview (behind a flag).

It has been developed behind the accessibility.ARIAElementReflection.enabled preference.

Correction, I intend to turn on ARIA element reflection in Firefox 137.

Here is another correction: We will be uplifting the pref change to beta. So we will ship ARIA element reflection in 136.
