Intent to ship: HTMLVideoElement's requestVideoFrameCallback

As of Firefox 132, I intend to turn HTMLVideoElement's requestVideoFrameCallback on by default on all release channels. It has been developed behind the media.rvfc.enabled preference, on by default in nightly since Firefox 130. It has already shipped in Safari 15.4 (2022) and Chrome 83 (2020.
