Intent to ship: No-Vary-Search HTTP Caching Extension

Starting in Firefox 154, I intend to enable the No-Vary-Search HTTP Caching Extension by default on all platforms. It has been enabled in nightly since https://bugzilla.mozilla.org/show_bug.cgi?id=2038012
