TL;DR: We would like to deprecate `mach static-analysis check-java`

Mid 2018, when the static analysis integration into mach was beginning to ramp up, we decided that besides covering C/C++, Python and JS, we wanted to cover Java too, which was used for Fennec.

Time has passed, Fennec has been deprecated and replaced by Fenix and the integration of Infer in our static-analysis pipeline was not updated and not used for a while now.

We would like to remove it completely starting Thursday, 09/16.
