Intent to Prototype: Error.captureStackTrace

I plan on landing a prototype implementation of Error.captureStackTrace in Bug 1886820.

This non-standard part of V8's Stack API was shipped by WebKit a while ago, and has started causing web compat issues.

To solve the webcompat issues I plan to ship this on nightly initially then let it ride the trains.

In parallel I plan to start the standardization process at TC39, with the proposal written here: https://github.com/mgaudet/proposal-error-capturestacktrace/blob/main/README.md
