Intent to prototype: [MacOS] Tab navigation for all focusable elements (default-on)

Summary:

Keyboard focus on macOS does not, by default, traverse all focusable web elements. Some browsers (including Firefox as of 117) have a preference to enable this behaviour independent of the global OS preference. We plan to enable our pref by default in 122.

Just for the record, this got delayed but will be fixed for Firefox 127 assuming nothing goes wrong.
