Intent to unship: navigator.vibrate() and Notification.vibrate on Android

As of 2024-05-31 I intent to disable vibration API support on Firefox for Android. It's currently supported on Chrome for Android but not on Safari.

`navigator.vibrate()` on Firefox has been no-op for 4 years and so is `Notification.vibrate`, and exposing these APIs has been preventing proper feature detection. We hope disabling the features stop the confusion until we decide what to do with those APIs.
