Intent to ship: Changing cache re-validation on a soft reload

Hi all,

In bug 1737621 [1], I plan to enable
browser.soft_reload.only_force_validate_top_level_document by default,
which is going to change how the resources will be revalidated during
soft reload .

This feature has been enabled in Nightly for about 3 months and it's
been looking good.

Is there any way we could start by enabling this to EARLY_BETA_OR_EARLIER before it is on by default? Unless there is a good reason not to do this, I think it will help identify any issues before go-live.
