Intent to ship: COEP: credentialless

Hi all,

I intend to turn COEP: credentialless on by default desktop in Bug 1851467 starting with 119. It has been developed behind the browser.tabs.remote.coep.credentialless preference. COEP: credentialless allows websites to use SharedArrayBuffer without an explicit opt-in from subresources. We have also supported it in Origin Trial and a few business partners have been using it.

Chrome has this shipped in 96 and no clear signal from Webkit.
