Intent to ship: New Set Methods

As of Firefox 127 I intend to turn New Set Methods on by default. It has been developed behind the --enable-new-set-methods preference. It recently advanced to Stage 4 of the TC39 process during the April 2024 plenary and has already been shipped in JavaScriptCore and V8.

This feature was first implemented by a contributor in Firefox 96 and we unfortunately did not send an intent to prototype message to this list at that time. We'll try to be better about this in the future.
