Intent to ship: onmessage content attribute on the body and frameset elements.

Hello,

As of Feb 6, I intend to enable support for the onmessage content attribute on the body and frameset elements.

Summary: Make possible to register an handler on body/frameset elements for the "message" event using a content attribute onmessage="handler()".
