Intent to prototype and ship: Forced color adjust

Summary:
The “forced-color-adjust” property allows opting an element out of color changes in Forced Color Mode.

The default “auto” value allows the colors to be automatically adjusted.

The “none” value opts out of any color changes. In combination with the “forced-color: active” media feature will allow authors to specify the exact colors that are used in situations where the automatically picked contrasting colors are not ideal.

“preserve-parent-color” is not implemented, as Firefox does not currently apply forced colors to SVG.

I intend to turn the layout.css.forced-color-adjust.enabled preference on by default for desktop Firefox around March 15th in Bug 1818819.

This is not strictly related to this new property, but I filed a bug in DevToolsto add a visual clue next to properties impacted by forced colors mode, and if we ever implement this, we should take into account the value of forced-color-adjust to show the clue or not.
