Android and GeckoView build schedule changes

Hi all,

The following changes have been implemented:
  1. Geckoview Nightly is now built twice a day.
    • Scheduled at 10:00 UTC and now also at 22:00 UTC
    • This change shortens the time between a change landing in Gecko and showing up in an Android nightly build.
  2. Android-Components, Fenix, and Focus Nightlies have a build timing change.
    • Now scheduled at 04:00 UTC and 16:00 UTC.
    • This timing allows for Geckoview Nightly to build and be picked up in the Firefox-Android repository before the next Android build.
    • Android builds will pick up Gecko changes at nearly the same pace as Desktop builds going forward.
  3. Fenix and Focus Betas are now built and released with every Desktop Beta release.
    • This change improves the turnaround time between uplifting fixes in beta and those fixes being available to the beta population.
    • This change aligns the version numbers of Desktop and Fenix/Focus builds, reducing the confusion on when an uplifted fix will ship to Android.
