Intent to ship: MediaCapabilitiesKeySystemConfiguration within MediaDecodingConfiguration on Firefox 129

Hello,

I intend to ship MediaCapabilitiesKeySystemConfiguration within MediaDecodingConfiguration for the Media Capabilities API on Firefox 129.

Summary:

Web authors can use MediaCapabilitiesKeySystemConfiguration within MediaDecodingConfiguration to query for content types associated with a specific key system configuration.

By passing the configuration through the decodingInfo() method, the result will be a  MediaCapabilitiesDecodingInfo, which can indicate whether the given configuration is supported.
