Summary: 'content:none' on ::marker inhibits the creation of the
pseudo-element.

Other browsers: Chrome already ships 'content:none' on ::marker enabled
by default (and this is the reason we didn't bother adding a pref)
Safari doesn't seem to support 'content' on ::marker at all.
