Intent to ship: Prioritized Scheduling API

Hi all,

As of Firefox 142, I intend to turn the Prioritized Scheduling API on by default on all platforms. It has been developed behind the dom.enable_web_task_scheduling preference. Blink has it shipped and No signals from webkit.

Standard: https://wicg.github.io/scheduling-apis/#scheduler It's currently still a WICG spec, however we've agreed to migrate it to the HTML spec https://github.com/WICG/scheduling-apis/issues/119#issuecomment-3009908849
