Intent to ship: inert attribute

As of ~now I intend to turn support for the inert attribute on by
default on all platforms. It has been developed behind the
html5.inert.enabled preference. It's shipping in other browsers already.

For DevTools, not sure this is worth having a bubble (I think you meant like the `event`, `grid`, `flex`, … ones we have), as you can see the attribute in the markup already, so it'd be redundant.
Like for pointer-events: none, it looks like the node picker can't pick inert elements, but holding Shift while picking makes it possible (added in https://bugzilla.mozilla.org/show_bug.cgi?id=1129488)
In the accessibility panel, it looks like we're skipping inert elements for all the checks, but I'm not sure if this is appropriate or not

Yes, that's expected I believe, because inert elements don't show up in
the a11y tree.
