Announcing Micah Tigley as peer of the Downloads submodule

Hello,

I am happy to announce that Micah Tigley has been added as a peer of the Downloads submodule.

Micah is driving multiple projects improving the Downloads experience in Firefox, and is helping the team with bugs triage and investigations. I think it's time to formally recognize this commitment, and assign her as a peer of the module.
