Update on TMO Measurement Dashboard Decommissioning

I've put together an update on our efforts to decommission the telemetry.mozilla.org (TMO) Measurement Dashboard. This includes some slight changes to the plan since the original announcement was made in late October, so if this is an area of concern for you please take a moment to read it, and don't hesitate to reach out to us either in the #glam channel on the Mozilla slack instance or the `Data Tools` channel on the chat.mozilla.org matrix server.
