Intent to Ship: Importing text modules

As of Firefox 153, I intend to turn text module imports on by default on all platforms. It has been developed behind the javascript.options.experimental.import_text preference. Status in other browsers is:

• Blink: In progress
• WebKit: Not yet implemented
