Complex HTML parser patch landed

A patch to (almost) match our internal encoding declaration behavior
for HTML with WebKit and Blink landed.

While the intended Web-exposed change made in the patch is low-risk,
since it aligns with the other engines, the patch has ample
opportunity for programming errors as the patch touches a lot of code
and makes a change that could be considered architectural.

I have used builds with this patch for many weeks myself and QA has
manually tested concerning scenarios. Still, the patch changes an area
of code that usually does not change. Please take this into account
when attributing regressions in the near term and let me know if you
see bugs in View Source, in how HTML source is relayed to the dev
tools, or in the choice of encoding. Please note that the patch also
affects XML View Source, because the HTML parser is used for XML View
Source highlighting.
